A maioria dos comentários aqui https://github.com/webpack-contrib/extract-text-webpack-plugin/issues/701 apontam para extract-text-pluginalterá-lo para mini-css-extract-plugin.

⚠️ Desde o webpack v4, o plugin extract-text-webpack-plugin não deve ser usado para css. Em vez disso, use o mini-css-extract-plugin.

Sim, tenho o mesmo problema com o webpack 4.10.2. O problema é corrigido depois que eu troco o extract-css-chunks-webpack-pluginpara mini-css-extract-plugin.

Aqui estão as alterações de configuração do webpack:
