Depois de trocar de provedor de serviços de Internet, comecei a experimentar perdas de pacotes que infelizmente afetam minhas atividades diárias de navegação e trabalho. Uma sessão típica de ping para o Google se parece com: (como você pode ver, muitos tempos limite, em geral, entre 10 e 20% do total)

A configuração que estou executando é: um roteador sem fio fica no topo do prédio, que envia um cabo Ethernet conectado à minha máquina. Para conectar, eu uso a Miniporta WAN (PPPOE).
Minha pergunta é: essas perdas são causadas por uma configuração defeituosa da placa ethernet no meu lado ou por um problema de configuração / hardware do ISP? Quaisquer ferramentas / sugestões que me ajudem a identificar o problema serão muito apreciadas.
